Add CodeQL workflow on GHA to examples

Once the CodeQL workflow is accepted and working for EPICS Base (see epics-base/epics-base#306), it should be added to the example configuration files for GHA.

The CodeQL workflow has been merged with PR epics-base/epics-base#453, and I'm about to push an update to the .github/workflow files in Base to bump the versions of some actions including the codeql ones, as GitHub has or is about to deprecate the versions we're using.
