Description
When clicking on an icon in any panel (top or bottom) or in the app launcher menu, a drag‑and‑drop animation triggers even though the panel is locked. As a result, the first click is not registered, forcing me to double‑tap to open anything. This often causes two application windows to open at once.

Laptop: Asus Vivobook M6500XV

OS: Windows 11 25H2

Input: Touchpad, built‑in laptop display (only one monitor)

Steps to Reproduce
Hover the cursor over a clickable element (panel icon, app in launcher).

Perform a single left‑click.

Expected Behavior
The action associated with the element (open app, switch window, etc.) executes immediately on the first click.

Actual Behavior
A drag‑and‑drop animation occurs, the click is consumed, and nothing opens. A second click is required, which often opens two instances of the app.
