Need to update config.py.template

Forgot to add changes for auth, multiple oplogs, and dynamic discovery to the config template.

We need to fix this.

@dbmurphy I just landed 56cdcc4 since I ran into this when working on the tools. I don't have a reference copy of the config with auth and dynamic discovery settings. Can you link to a reference or submit a PR?
