Bug: Status Centre shows an error when moving files in Administrator folders, even though the move succeeds.

Description

When files are moved into or within administrator protected folders, the operation completes successfully, but the Status Centre incorrectly reports that the move has failed.

Steps To Reproduce

• Go to a folder that requires administrator permissions to modify (Say, C:\ProgramData\Microsoft\Windows\Start Menu\Programs)
• Move a file into the folder, or move an existing file
• Allow administrator action
• File is moved, but error is shown
