[Bug]: Unable to create venv in directrory

What happened?

After cloning the repository using the command line, this error occurs when launching the bat file. Manually creating a venv does not help.

Steps to reproduce the problem

1. Copying the repository using the command line according to the instructions from the wiki for amd processors
2. Launching the webui-user.bat file

What should have happened?

Successful launch of webui

What browsers do you use to access the UI ?

I can't find the sysinfo file.
I have Windows 11.
Python of the latest version from the Microsoft Store is installed
