Add lannguage support

Using a non-English language causes commands (in json) to be created incorrectly in the interface.

profile.json strictly follows the spec and Unicode characters have to be used like this:

I will check if this can be relaxed (use UTF-8 directly).

@VVi3ard The Lazarus version (LazWritingTools.exe) supports using UTF-8 characters in profile.json, while the Delphi version only accepts "\u....".

And now (v1.7), Delphi version supports it too.
