"Loading environment" stuck on screen in copilot cli

Describe the bug

○ Loading environment: 1 custom instruction, 9 skills appears at the bottom left of my copilot cli sessions and never goes away. It's animated, so it's quite distracting.

Affected version

GitHub Copilot CLI 1.0.15

Steps to reproduce the behavior

1. Launch copilot cli

Expected behavior

The environment should finish loading at some point

Additional context

Windows 11 x64 using Windows Terminal and Powershell

After filing this I got a notice that there is a new Copilot CLI available, .16, and it seems to have fixed this.
