chore: remove the obsolete vs2017 project files

I don't have a good way to keep these up to date, and they were last
touched 9 years ago. Visual Studio is supposed to have support for
CMakeLists now, so I would prefer to accept updates to the CMake build
and rely on that for Visual Studio users.
