Create and scaffold flows for learning paths should teach the same patterns review expects, otherwise every new LP fails review for patterns create just taught.
Scope:
- Framing in/out of
milestones by role (same framing rules as review)
- False noop detection / authoring so create doesn't emit numbered learner-action noops
- Section bookends outside the section (rule 14)
Keep this out of #424 so that PR stays focused on single-repo LPs and simplified review UX.
