Add 'cabal: true' option to enable caching

  * Support both cabal and stack

  * Copy `hashFiles` until exposed exposed in the actions/cache API

  * Saving cache as a post-script

  * Additional action inputs: `cache-paths` and `cache-keys`

  * Add `output.stack-root` in `action.yml`
