refactor: VQL -> VCL rename to match estate-wide convention

Aligns with the VQL -> VCL rename completed across idaptik and
verisimdb on 2026-04-17 (memory: vcl-rename). Touches the language
detector enum + extension match, the Idris pattern-completeness
ABI's Lang ADT, and the recorded mass-panic system-image fixtures
that referenced the old "vql-ut" repo name.
