Add SoapySDR support

My environment:

• Debian 12 KDE Wayland
• urh version: 2.9.8.
• SDR: SDRPlay RSPdx with up-to-date API sdrplay_api_api_version=3.150000

Is your feature request related to a problem?

As urh currently does not support the SDRPlay v3 API (see #783), SoapySDR would be an alternative for interfacing with the device using an (almost) hardware-agnostic API.
