Upgrading Pocket IC needs update of INTERNET_IDENTITY_CANISTER_ID

Motivation

II is now two canisters. We do not use it but still, we will need to update that INTERNET_IDENTITY_CANISTER_ID everywhere when we upgrade PocketIC in Juno Emulator.
