test(table import) Skip deduplication test only with disabled feature

Why? In Connection, you can skip deduplication by setting a parameter
OR project feature. If we want to test if parameter way works, the
feature MUST be disabled.

If feature work is tested in TypedTableInWorkspaceTest::testUnloadFromWSToTypedTableWithoutDeduplicationByFeature.
