Tours start automatically even when user selects "Explore Myself"

Current behavior:
When a user clicks "Explore Myself" (indicating they want to explore without guidance), all first-visit tours except the welcoming org tour are triggered.

Expected behavior:
Clicking "Explore Myself" should suppress all tours. None should start.
