Subject: [PATCH] ci: Replace archived release actions with gh release create

actions/create-release and actions/upload-release-asset are archived.
They target Node.js 20 and use the deprecated set-output command, which
GitHub will disable. Create the release and upload both assets with the
gh CLI that ships on the runner instead.

This also drops the leftover ls -l debug step.
