WT sometimes does not open until run as Admin

Steps to reproduce

1. Boot into Windows
2. Open Task Manager and filter for "terminal"
3. Open Windows Terminal
4. Observe Windows Terminal task in Task Manager
5. Observe that no Windows Terminal Window appears
6. End Windows Terminal task
7. Repeat steps 2-6 as many times as desired, same result
8. Run Windows Terminal as Administrator
9. Observe the Windows Terminal opens
10. Close Windows Terminal
11. Open Windows Terminal as non-Administrator
12. Observe Windows Terminal opens as normal

Expected Behavior

Windows Terminal should not require being opened as Administrator before the user is able to open it as a non-Administrator.

Actual Behavior

I had to open Windows Terminal as an Administrator before it would allow me to open it as a non-Administrator.

Can you please collect diagnostics following this guide here when launching Terminal for the first time? You'll need to launch e.g. cmd as Administrator to do so (so please use the original Windows Console to do that!)

I am having this exact issue and have narrowed down the issue to the regular users profile getting corrupted. I have tried repairing, resetting and even reinstalling WT. this sometimes works at least once and then reverts back to corrupting the users profile.
