Allow keyboard shortcuts to be based on connection type not just editorLangId

I had requested this in a separate issue and asked to move it to new new ticket.

I would still like to request allowing the same keyboard shortcuts for
actions across server types. After years of F5 meaning execute query in
SSMS, I would like to set F5 as my execute query keyboard shortcut when
connected to either server type. And the correct "Execute Query" would run.

I have this setup, but I see the following if I'm connected to a Postgres
database and hit F5:

Should I open a separate ticket for this?
