Fix Unix permissions in release artifacts (#256)

* Add execute permissions to OSX archive before compressing to tar archive
Use tar.gz archive for Linux & MacOS

* Setup verbose logging on debug

* Source build tools as a script to propagate VerbosePreference

* Try to create output dir when using tar

* Update validate executable path function

* Show function name in logs

* Add simulation mode

* Skip test job when simulating

* Add simulated sign
