refactor: rename vehicleId → actorId across protocol

vehicleId was a leaked abstraction from the fleet EV use case.
actorId is neutral and works for EVs, AI agents, IoT devices,
and any other autonomous payment actor.

Scope:
- src/protocol/sba.ts — BudgetAuthorization interface
- src/protocol/schema/budgetAuthorization.ts — zod schema
- src/protocol/schema/fleetPolicyAuthorization.ts — zod schema
- src/sdk/createBudgetAuthorization.ts — factory input/options
