Update the plugin generator to produce `.serviceignore` and `install.bat` when generating a measurement

We've included .serviceignore (#784) and install.bat (#789) files to the existing Python measurement plug-in examples but the plugin generator's template is not updated to accommodate those changes yet.

Update the plugin generator to produce .serviceignore and install.bat files when the user tries to generate a measurement.
