Add role results in forbidden

Describe the bug
Even for an ADMIN user with all permissions selected, the add role API returns forbidden.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'ADMIN->Roles'
2. Click on the 'Add Role' button
3. Fill out a name and description
4. Click the 'Save' button
5. See error

Expected behavior
The role should be successfully added and displayed.
