Edit role results in forbidden

Describe the bug
Even for an ADMIN user with all permissions selected, the update role API returns forbidden.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'ADMIN->Roles'
2. Click on the pencil icon on one of the existing roles
3. Adjust the description
4. Click the 'Save' button
5. See error

Expected behavior
The role should be successfully updated.
