Check Python and PyPSA Update

We would like to check how to update the versions of PyPSA and python:

• python 3.12
• pypsa-Version

@ClaraBuettner will start with

• checking the installation process and
• the import of the data model.

@KathiEsterl will take over for

• checking adjust_network as well as
• the spatial and
• temporal clustering.

Afterwards the

• optimization process as well as the
• spatial and
• temporal desaggregation and
• the pf_post_lopf

must be looked at.

I started with the first two points on the checklist on this branch: https://github.com/openego/eTraGo/tree/features/%23837-update-pypsa-and-python
It is running without any errors, but I still have to check if the imported network looks exactly as expected.
I updated the setup.py for the installation process. If you have any problems with package versions, I can share my requirements.txt.
