Spectator mode in lobbies

Right now, people who want to watch games have to either join as a player or can’t join at all. This makes it hard to let viewers follow matches without affecting player slots.

Add a Spectator mode option when joining a lobby.

It is better to handle this in the lobby, sometimes you’re there but don’t actually want to play, or you’re the lobby creator.
