CPC Meeting issues are being created to prematurely

CPC meeting issues should be created a day or two before the meeting so that any agenda issues created closer to the meeting day/time are gathered up in the agenda list.

A recent issue: #1731

Ideally, for CPC meetings with happen on Tuesdays, it would be best if the meeting issue was created Monday morning.
