Disable power limit profile forecasts when optimisation is disabled

When optimisation is disabled, remove power limit profiles from predicted data-point database to avoid confusion whether optimisation is still running.

Current power limit profiles are not updated automatically but still can be updated manually when optimisation is disabled.

I would leave them in as at least it shows if there are any (future) limits. Otherwise users might wonder why they don't see them. I realise the consequence is that you would be crossing the limits as long as optimisation is turned off.

The limits never were updated when optimisation is disabled. However, the user still could manually update the limits and then get confused why de limits don't update after a couple of days.

If you want to see the limits but don't want to run an optimisation method you should:

• enable optimisation
• set 'optimisation method' to 'None'

Changed the attribute name from 'optimisation disabled' to 'disable optimisation service' for better clarity.
