Bump deps and fix Navbar mobile link

Update package.json to bump several dependencies (e.g. @tailwindcss/postcss, clsx, postcss, prism-react-renderer, react, react-dom, tailwindcss, wait-on) and regenerate package-lock.json accordingly. Also fix a JSX typo in src/theme/Navbar/index.tsx by restoring the missing <a> anchor for the mobile menu link to viglet.org to prevent broken markup/links.
