Add possibility to change folder for tracks

Description

Currently, OsmAnd web route planner does not support moving tracks between folders directly. This can only be done on a phone or by using a workaround: downloading the track locally, then re-importing it to the desired folder on the web.
This issue significantly impacts OsmAnd Pro users who manage their track databases on the web and sync data to devices.

Steps to reproduce

• open track context menu on web and see if there is an option to move a track into another folder

Workaround

• Create a new folder, download the track locally, and upload it to the folder on the web

Expected result

• There should be a possibility to move a track from one folder to another (via context menu) or simply by drag and drop (related to issue Add possibility to import tracks (.gpx files) dragging and dropping them onto the map #1283)
