In a manner similar to how we list "uninitialized" sleds and "unadopted" disks, we want to list unadopted racks and sleds on new racks that have been joined onto the underlay network.
This can involve a manual provisioning step, but it isn't necessary. Once racks are talking over DDM via link-local front ports, they can discover the /56. Including the rack-id as part of DDM, and possibly other information would make further discovery easier.
