Question about heatmap axis visibility conditions

When using a heatmap, under what conditions are the visibility properties of the y-axis grid lines or x-axis labels set to hidden?

Is there any configuration or approach to force these elements to always be visible (e.g., setting visibility to true or another displayable value)?

It is visible under a text metrics heuristic. The newly merged (but not yet released) viewer-charts package allows this heuristic to be turned off via plugin_config, it also supports zooming and panning on this axis.
