Create release if it doesn't exist

Add the ability to automatically create the release for the given tag if it doesn't exist (with opt out)

I think I would no do it. I run this action parallel in at least 10 jobs. They will gonna race condition them and will fragile fail. It's also nicer, if that's explcit inside release workflow :)
