[BUG]: P1 capability detection for Anna does not always work.

The current inplementation for detecting P1 capability does not function for other users than myself :)

Expected behavior

Detect P1 capability when present.

Looks like the electricity_consumption_tariff_structure has not setting in @Folly's domain_objects xml-data.
