ci: add PyPI release workflow for ggsql Python package
Add cross-platform wheel build workflow triggered by py/v* tags. Uses a generate-once strategy for tree-sitter parser artifacts, builds abi3 wheels for Linux (x86_64, aarch64), macOS (x86_64, aarch64), and Windows (x64), publishes to PyPI via trusted publishing, and creates a GitHub release with wheel assets. Also updates ggsql-python Cargo.toml and improves tree-sitter build.rs with compiler warning flags and opt_level configuration. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
