Implement assert_no_difference

Just that, same as Rails, for people not using Rails.

I just dropped:

def assert_no_difference(code, &block)
  assert_difference code, 0, &block
end

into test helpers and that solved it for me. Would be nice to have it in the gem though. Cheers!
