Failing on issue with single reviewer

Now that we have a process for expedited reviews with just one reviewer, update-contribs is failing on an issue with just one reviewer:

Proposed fix:
I'm actually not entirely sure why this is failing, since I don't see anything in ProcessIssue that requires two reviewer fields. But I'm not very familiar with pyosMeta. The run works after adding "Reviewer 2" with the same name as "Reviewer 1".

Confirmed that it does not work when there's just one "Reviewer 1" field. Ideally, it should work with just a single "Reviewer 1" or "Reviewer" field filled in.
