Remove unnecessary PytestConfigVersion.cmake

Pytest version checking has always been handled dynamically by
FindPytest.cmake, so generating PytestConfigVersion.cmake was unnecessary.
Keep PytestConfig.cmake as a thin entry point for CMake package discovery,
simplify the build hook, and confirm wheel distribution as supported.
