Is this an SC or packaging PEP?

I'm not sure if you consider https://github.com/brettcannon/peps/blob/venv-location/peps/pep-9999.rst an SC PEP since it affects venv or a packaging PEP as it affects workflow.

(The only reason I haven't gotten a PEP number yet is I want to have a branch for the venv changes ready first.)
