[Commenting] (UI) Shared editor information overlaps comment search area

When sharing a document, the shared-editor information can overlap the comment search area, making tags/search area inaccessible

I've addressed this UI overlap case.

When the comments panel is open, the collaborative cursor / shared editor indicator is moved away from the right-side comment controls. This keeps the comment search/tag controls accessible instead of allowing the shared-editor information to overlap them.
