Create crib sheet to give to IT departments to set up access to resources

Some IT departments give different levels of access out.

To deploy Cycle Cloud you need to be able to use Role Based Access Control (RBAC). If this is either disabled or the researcher does not have the Owner role on the Resource Group or above (above being e.g. Subscription level), then a crib sheet / script(s) is needed to pass to the IT department to [create and] grant the role to the VM (using Managed Identity) or the VM's Service Principal (not using Managed Identity).
