New maintainer for this project

If you no longer have time to maintain it, I'm happy to either help with maintenance, or fork the project as robotpy-crossenv instead.

@benfogle has asked me (and the RobotPy project) to take over as maintainer. The RobotPy project depends on the crossenv project as a critical part of building our projects, and as a mature product that we and others depend on I don't expect to change very much.

In the near term my plan is:

• Setup CI for tests and deploy
• Add CI-enforced formatting as we do for other RobotPy projects
  • Well, we'll see what the diff looks like anyways...
• Close old issues or move them to github discussions
• Update issue templates since crossenv is a bit different than the rest of the RobotPy project
• Merge or close active PRs as needed (after I get CI up and running)
• Migrate to hatchling from setupools for building crossenv itself
