JRuby support

JRuby ships a version of syslog based on FFI. We would like to use the gem so we will need to merge our version in, or provide an equivalent extension for JRuby. I will handle making the changes necessary.

Now that Ruby 3.4 removed it as a default gem, more and more gems are adding this as a dependency. That breaks running on JRuby. Is any work planned for this? I'd even be happy with a dummy implementation like on Windows.

Just realized this still was an issue, so I'll see about getting a PR together now.
