New support ticket form

Summary

As an admin, I want to create support tickets by filling the volunteer and student information and describing the reason for creating the ticket.

Things to Consider

Currently the description field is implemented but needs to be formatted.

Criteria for Completion

• Add assign volunteer field with the search icon to search the respective volunteer and add them
• Similarly add assign student field with search icon to search and add the respective student
• Have the description field similar to the Figma screenshot reference
• Have buttons cancel and create according to the design guidelines
