Propose a transaction if you are a delegate

What is the feature about

Being able to propose a transaction from a wallet that is a delegate for the safe

The list of requirements

Right now, if you open a safe from a wallet that is a delegate but not an owner, it is not possible to propose any transaction.
The safe stays in readonly mode.

Option 1: we could just enable transaction creation for delegates (easy)
Option 2: resurrect 5afe/safe-react#3917 and allow adding/removing delegates as well (more work)

Personally, I would suggest option 1 and it seems like you can always do option 2 later. Creating a UI to manage delegates is fairly easy, but recreating the entire transaction proposal (and all the integrations that come with it) is the real pain point. I wouldn't be against delegates being first class citizen in there but it feels more important to first be able to actually use them.
