The logical separation of `salt-formula` and `salt-desktop` states is blocked by https://github.com/saltstack-formulas/salt-formula/pull/410 but PR is https://github.com/saltstack-formulas/salt-formula/pull/421 is open. If adding `init.sls` state to salt-formula is not done then will need a workaround.
