Track restoring vendored EEGLAB reference after upstream submodule repair

🤖 Follow-up for PR #225. The vendored EEGLAB reference is temporarily pinned to 329056e because the current upstream EEGLAB reference points plugins/EEG-BIDS at an unavailable commit. Once upstream EEGLAB repairs its nested submodule graph, advance src/eegprep/eeglab to the latest appropriate upstream commit and validate recursive submodule fetch plus parity matrix tests.

Verified via GitHub REST that upstream sccn/eeglab develop HEAD is still 420769355b4e754628edfb43da2eb02c72fb8333 (2026-05-28), and its plugins/EEG-BIDS gitlink still resolves to ea4df87b18634128ba6c315d9d54c85a3dac5dfb, which GET /repos/sccn/EEG-BIDS/commits/ea4df87… returns 422 "No commit found" for. The recursive-fetch precondition this issue is waiting on has not been met.

Side note: PR #225 (which moved the vendored pin back to 329056e) is still open, so on develop the pin is currently 4207693…, not 329056e… as the issue body assumes — the temporary pin lands when #225 merges. That doesn't change actionability here.

Will revisit when upstream advances past a commit whose nested .gitmodules resolves recursively.
