Accessing this gives 403 (Forbidden) Error

Strange.. I just accessed it successfully. (While I was not connected to the university network/vpn )

So i tried to connect without my university network, it still gave 403
Maybe it is using Geo-ip based blocking?

But i was able to access it via a ProxySite (https://www.croxyproxy.com/)
