[BUG] Problem with handling a call if it doesn't exist

Current Behavior

No sound for the initiator of call. I hear ok, opponent hear nothing. My phone on Android in Turkey, the second phone on Apple iPhone in Belarus.

Guys, it's a real network problem, I have no idea why Telegram works better then your network...

Also the app captures devices on the phone, it's impossible to have a call on other messenger, I mean that it's possible to call, but no any sound or video between clients.

Expected Behavior

I have a stable call with correct voice and video translation. Also no any blocks for devices with sound and video for another apps
