change visible states of deployment

The "executing" state, while still starting, is confusing for users. Decide what states will be shown to users on the deployment summary page.

We need to find a more consistent set of terms to expose to the users. The current implementation takes the view of the deployment engine. Would a different view point provide a better set of terms?
