Thanks for the well-deserved kick in the ass. We've ignored this library too long.

Kicked off a pull request to review it and get it merged. I'm not a PHP expert, so please comment if you see anything that looks off: #28

Uhm, okay but that kick in the ass was 2017 and now it is 2020 and this library still does not support php 7.x?

I haven't worked at Socrata in almost 3 years, but maybe I can find somebody to take a look.
